Project for constructing a safe and comfortable homeland:The plan for the setup of central team

This project had completed 100% in this year. Our Environmental Incident Specialist Teams in the central Taiwan have been operated at the Central Taiwan Science Park (Taichung Team) in Taichung and the Douliou Industrial Park (Yunlin Team) in Douliou with 16 members each (including working group of air pollution). Among the two teams, Taichung Team had moved to new location after May 28th. Our services in central region included 81 site visits for manufacture plants, 42 unannounced tests for chemical operation, 7 training and consolidation drills for local environmental protection institution, 7 mutual support teams training, and 2 mutual aid training workshops. The outreach activities were completed in colleges for 1,459 persons totally. We held 12 exercises with all-out, counterterrorism and environmental disasters. We assisted local environmental protection bureaus and county governments to review 112 emergency response plans and 6 toxic disaster prevention and protection plans. We also held 9 regulation promulgation/education workshops, conducted regular/advanced training as work technology conference 24 hours, resident training 16 hours, and 22 professional re-training. In addition, we had responded to 39 incidents, and helped Taiwan Environmental Protection Administration (EPA) to collect hazardous risk dispersion modeling to estimate factory information in Industrial Parks, we had collected 394 documents. In order to improve the disaster response energy in the central region, we established two mutual support teams with Formosa Petrochemical and Chiang-Pen Transportation Corporation. Each team was at least 18 members and at least 3 and more members full-time to support message transmission, on-site handling, scheduling of equipment or materials. Up to now, we have assisted mutual support teams to complete education and training for 1,056 man-hours. On purpose to enhance our capacity and knowledge, we engaged actively in the international technology exchange, such as Global Congress on Process Safety (GCPS) in April (U.S.), International Hazardous Materials Response Teams Conference in May (U.S.), Incident Command Training (ICS) in June (U.S.), DuPont Emergency Response Solutions Schedule in August (U.S.), and industrial firefighting training at Texas A& M University in October (U.S.). In order to improve internal management and service quality, we proceeded international quality certification ISO 9001 in March (obtaining authentication certificate after July) and used its internal audit management procedure to complete performance assessment. In November this year, we held 1 experience sharing workshop with governmental agency.
